No. The day of on the job training is a thing of the past. Everything requires education, licensing, and some require malpractice insurance. Go to school.

Sure. It’s a waste of money to go to pharm tech school. It is not required and not regulated. The good programs are certified by ASHP, but there aren’t that many of them. Regardless if you have trained through a program or not, I am still legally obligated to train you in my pharmacy. Most of the tech training has to do with the computer program. If you are certified, the starting salary is higher. Nationally, the average salary is about $13 per hour.
A lot of times, pharmacies will prefer to hire someone who has taken classes and is certified already to be a pharmacy technician. But if you’re motivated and hard-working, some pharmacies WILL still hire you and train you on-the-job.
Not in a hospital. You have to obtain your CPhT. However, in the retail sector, I believe they give you on-the-job training (i.e. Walgreens).
