Albany is a ghetto ..its not a safe upstate little town. I wouldnt ever want to live there. Ive lived all over NYS from NYC to the Adirondacks to Buffalo..Buffalo is nasty too.

If it’s moving for SCHOOL, then go for it and good luck. Just consider your housing options carefully, as well as all your other costs.
Honestly though, you’d be better off with more of a safety net behind you by saving up for longer than that, maybe a year of savings. I doubt Walmart jobs pay that much, supposedly NY is expensive, and if you haven’t gotten the job yet…with the economy the way it is, you may not get it as quickly as you hope.

Rent is expensive. Keep that in mind, even in shitty places in New York. As for living without luxuries, that will be required for quite some time since you’ll be a student. You’re going to need a roommate, and likely a side job. All of your money will be going towards expenses while you’re in school, so although it like you are, just an extra warning; be prepared. Sounds like you’re quite the planner though. Good luck!
*EDIT: You might have a problem getting an apartment now that I think about it due to your age? But go ahead and check
